Publication A. Zoer and F. Tolboom in GLRE: 'Will the Dutch Reform Online Gambling Legislation?'

In their previous article, 'Will the gambling market finally open up in Holland?' published in Gaming Law Review and Economics, Volume 14, number 9, Ayolt Zoer and Frank Tolboom, both part of VMW Taxands Gaming Team, discussed the decision of a Dutch Criminal Court in The Hague which ruled that poker cannot be classified as a game of chance. They concluded that the decision could threaten Holland Casino’s monopoly by liberalizing the landbased poker market if the case survives an appeal by the public prosecutor. Soon after the article was submitted for publication, relevant new developments took place in Holland, both positive and negative.

The follow-up article will discuss the political and legal developments (a.o. new Dutch 'poker skill case', new Dutch goverment, Betfair/Ladbrokes proceedings) which increases the feasibility of a reform of the online gambling legislation in Holland.
